The Department of Education of Guangdong Province recently issued the Health Monitoring and Management Program for Key Personnel for the Prevention and Control of Novel Coronavirus-infected Pneumonia of the Education System in Guangdong Province, which provides clear and detailed guidance on how to monitor and manage the health of key personnel for the prevention and control of novel coronavirus-infected pneumonia in the education system. It is precisely targeted and very feasible. Therefore, all units are kindly requested to publicize and study it extensively and then implement it earnestly.

Work Plan for the Prevention and Control of Novel Coronavirus-infected Pneumonia of Guangdong University of Foreign Studies
In order to better prevent and control novel coronavirus-infected pneumonia, this work plan is formulated in accordance with spirits of relevant documents of higher authorities and in combination with current epidemic situation and actual situation of the University.
With the strictest control measures, we will strengthen the health monitoring and management of people coming to Guangdong from where novel coronavirus-infected pneumonia occurs and effectively prevent, block and control novel coronavirus-infected pneumonia. By blocking the virus from getting in from outside and preventing possible spread inside, we can ensure the health of our teachers and students.
2. General Requirements
All units should strengthen their entity responsibility, clearly learn the exact situation, conduct scientific and effective prevention and control, timely cover all unit personnel, especially those who come to Guangdong from Hubei Province or other key areas and have had physical contacts with people from key areas and launch health monitoring and management, so as to prevent the epidemic from getting in the University and block its spread.
3. Protection of Our Students
We should set up Student Affairs Group, which is led by Student Affairs Department (Office) and coordinated by Postgraduate Affairs Department (Postgraduate School), Academic Affairs Office, International College, Institute of Advanced Continuing Education, Open College, Institute for International Education, Guangwai Education Group, etc., with the participation of all schools. Its main responsibilities are as follows:
3.1 Strengthen health education and management for all students. It should send relevant prevention and control knowledge and key information to students and parents through message, WeChat, campus network and other channels and guide students and parents to protect themselves at home or when going out and minimize activities in poorly ventilated and crowded areas. It should also closely follow up students staying in the University during the winter holiday, carry out publicity and education in various ways and guide students to protect themselves and immediately seek medical treatment when feeling not good.
3.2 Investigate students’ (including all full-time and part-time students, visiting students and international students. The same as below) holiday schedules. It should register key personnel in Hubei Province or other key areas now and those who have returned to Guangdong after visiting Hubei Province or other key areas and have had physical contacts with people from Hubei Province or other key areas, set up a roster and then track and update information daily.
3.3 Inform all students not to return to the University in advance, actively cooperate with local governments and communities in epidemic prevention and control in their residences, try to avoid going out and pay attention to self-protection. If there is a fever or epidemic infection, they should promptly seek medical treatment according to guidance of local health departments and report to the University. If it is necessary for them to return to the University in advance due to special reasons, they should strictly follow review and approval procedures.
3.4 Conduct classified management and guidance for key personnel. It should inform students who are in Hubei Province or other key areas now and have not returned to Guangdong not to return to Guangdong or come back to the University in advance. Logistics Department should be responsible for those students who have been to Hubei Province or other key areas and have come back to the University or have had physical contacts with people from Hubei Province or other key areas during the holiday and cooperate with relevant schools to arrange their strict quarantine in the campus for no less than 14 days and medical observation. It should also establish a daily report system for monitoring information.
3.5 Prepare for the new semester. Relevant departments of the University should make a pre-plan for the new spring semester according to the requirements of higher authorities, and timely make arrangements for the return of teachers and students, teaching and other matters in the new semester. It should also prepare health monitoring plan for students when they return to the University.
3.6 Guangwai Education Group should attach great importance to the prevention and control of the epidemic, formulate corresponding prevention and control work plan according to prevention and control work plans of the Department of Education of Guangdong Province and the University and requirements of local education authorities, and earnestly prevent and control novel coronavirus-infected pneumonia in affiliated kindergarten and primary and middle schools of the University.
4. Protection of Our Faculty and Staff
We should set up Faculty and Staff Affairs Group, which is led by Human Resources Department and coordinated by International Office, Retiree Management Office, etc., with the participation of all units. Its main responsibilities are as follows:
4.1 Investigate holiday schedules of all faculty and staff (including all commissioned faculty and staff, international teachers, employees with various entities and postdoctors, etc. The same as below). It should register key personnel in Hubei Province or other key areas now and those who have returned to Guangdong after visiting Hubei Province or other key areas and have had physical contacts with people from Hubei Province or other key areas, set up a roster and then track and update information daily.
2.对重点人员进行分类管理和指导。对现在湖北省和防控重点地区，还没返粤的教职员工，请其推迟返粤时间，务必不要提前返粵或回校。对到过湖北省和防控重点地区现已返校、以及假期接触过来自湖北省和防控重点地区人员的教职员工，请其严格居 家隔离不少于14 日，自行进行医学观察，并建立监测信息日报告制度。
4.2 Conduct classified management and guidance for key personnel. It should inform faculty and staff who are in Hubei Province or other key areas now and have not returned to Guangdong to postpone their return to Guangdong and not to come back to Guangdong or the University in advance. It should inform faculty and staff who have been to Hubei Province or other key areas and have come back to the University or have had physical contacts with people from Hubei Province or other key areas during the holiday to strictly isolate themselves in their residences for no less than 14 days and conduct self medical observation. It should also establish a daily report system for monitoring information.
4.3 Strengthen health education and management for all faculty and staff. All units should guide faculty and staff to protect themselves at home, reduce unnecessary going-out, not participate in gathering activities, and carry out personal daily protection according to guidelines.
4.4 Retiree Management Office should launch publicity and guidance on epidemic prevention for retired old comrades according to the overall arrangement of the University, report information in time, and provide necessary help for epidemic prevention and control.
5. Epidemic Prevention and Control
Establish Epidemic Prevention and Control Group, which is led by Logistics Department and coordinated by relevant units, with the participation of Outpatient Department and Neighborhood Committee. Its main responsibilities are as follows:
5.1 Track daily health status of students, faculty and staff timely, set up contact groups for epidemic surveillance in all units, collect and summarize information and data from all work groups and report them to relevant higher authorities in time as required.
5.2 Strengthen contacts with health departments and disease control and prevention centers, effectively summarize the need for health emergency materials and then make reports and applications, formulate epidemic emergency plans, guide all departments and units in epidemic prevention and control, and provide training for personnel involved in the prevention and control.
5.3 Formulate plans for quarantine, observation and transfer of patients for treatment and provide necessary vehicles and personnel.
6. Enhancement of Campus Security Management
Establish Security Group, which is led by Security Department (Office) and coordinated by Logistics Department, Asset Management Office, Library, Internet and Informationization Center, Exam Center, Basic Construction Center, Asset Management Company, etc. Its main responsibilities are as follows:
6.1 Enhance the management and control of personnel and vehicles entering the University. In principle, the Security Department should refuse the entry of external vehicles, strictly control the entry of outsiders, and take the temperature of all personnel who enter the University from now on. As for those who have a fever and, if they are students, faculty or staff of the University, the Security Department will take them to Outpatient Department for further consultation, otherwise should refuse their entry.
6.2 As for faculty and staff who have relatives and friends living in the University, they should proactively report their basic personal information and health status to Security Department and Outpatient Department. If their relatives and friends have been to Hubei Province or other key areas or have had physical contacts with people from Hubei Province or other key areas, they should strictly quarantine themselves at home for no less than 14 days.
6.3 Enhance campus inspection, upgrade security precautions to a higher level, and strengthen monitoring in canteens, quarantine areas, Outpatient Department, basic construction sites and other important places.
6.4 Prohibit all kinds of campus gathering activities, shut down closed venues including libraries, gymnasiums and laboratory buildings in both South Campus and North Campus, the auditorium in South Campus and Yunshan Auditorium in North Campus. All hostels of the University will no longer accept new guests.
7. Enhancement of Logistics Support
Establish Logistics Support Group, which is led by Logistics Department and coordinated by Asset Management Department, Retiree Management Department, with participation of relevant units. Its main responsibilities are as follows:
7.1 Set up sufficient quarantine houses equipped with necessary equipment and daily necessities and store masks, medical gloves, medical alcohol, disinfectant, thermometer and electronic thermometer in advance.
7.2 Guarantee services for on-campus students, retired faulty and staff and on-duty faculty and staff, further strengthen catering management to ensure food safety, maintain the normal operation of canteens and Outpatient Department during the holiday and provide efficient services for veteran comrades.
7.3 Comprehensively disinfect teaching buildings, office buildings, canteens, hostels, libraries and other key places.
8. Establishment of Joint Prevention and Control Mechanism
All units of the University should strengthen overall planning of forces, division and coordination of labor, exchanges of information and measures, and coordinate and connect with other to ensure the practical implementation of epidemic prevention and control.
8.1 The epidemic prevention and control of the University will be carried out under the unified command of the Leading Group for the Prevention and Control of Novel Coronavirus-infected Pneumonia. The Leading Group Office is responsible for passing information and assisting university leaders to promote epidemic prevention and control. Each work group shall carry out its work according to its duties. Leading units of work groups shall formulate specific implementation plans as soon as possible and report them to Leading Group Office for records.
8.2 All units are the main body responsible for the specific implementation of epidemic prevention and control. Main party and administrative leaders of each unit should personally be involved in and take the leading responsibility for overall work, conscientiously implement tasks assigned by the University or all work groups, and come up with prevention and control arrangements for their units according to actual situation.
3.全体党员干部要积极行动起来，站上防护工作第一线，全 力做好联系师生、宣传引导、服务师生的工作，确保师生及时获 得防控工作的重要信息和得到必要的协助。
8.3 All party members and cadres should actively take action, stand on the front line of prevention and control, make every effort to contact, guide and serve teachers and students, so as to ensure that teachers and students can timely receive important information on prevention and control and get necessary assistance.
8.4 All students, faculty and staff should fully understand the seriousness of the epidemic, avoid fluke and careless mind, ensure personal and family safety, health and epidemic prevention and should not organize or participate in gatherings. They should also strictly abide by government decrees, guidelines of disease control and prevention centers and relevant regulations of the University. They should not deceive or conceal any epidemic cases or make false reports. For those who violate laws, guidelines and regulations and cause serious consequences, the University will investigate their responsibilities in accordance with laws and regulations.
8.5 Publicity departments and leading units of each work group shall actively carry out health education on the Internet, including Weibo, WeChat public account and campus network, publicize and popularize epidemic prevention knowledge and prevention and control requirements, and guide epidemic prevention and control. They should also pay close attention to public opinions on the Internet and epidemic cases among teachers and students and ensure quick response and guidance to public opinions.
8.6 Leading cadres, especially head of each units, should strengthen their sense of responsibility, avoid carelessness and always stand on the front line. They should set themselves as an example, strictly implement the duty system, strictly abide by work discipline and conscientiously implement all tasks of prevention and control. Units and individuals that fail to implement their duties, shirk their responsibilities or perform their duties in a perfunctory manner will be seriously held countable by the University.
